With reference to your letter No.82747/31

of September 1st and my reply of November 8th last, I have

the honour to report that in accordance with the desire

expressed by the Secretary of State I visited Hong Kong in

November and discussed with the Governor and with the vice-

chancellor of the University and others the points raised by the British Economic Mission to the Far East with regard to cultural relations with China.

2.In addition to various conversations which took place during my stay in Hong Kong, a formal meeting presided over by the Governor was held at Government House on the 2nd inst. at which we discussed not only some of the matters specifically dealt with in the Economic Mission's Re- port but also the subject of the teaching of Chinese at Hong Kong University a matter which had already been con- sidered at the Colonial Office by the Advisory Committee Education in the Colonies.

3. Just before I left Hong Kong on the 5th inst.

a copy of the minutes of the meeting were sent to me by the Governor. I refrain from forwarding the minutes with this letter, as the Governor would no doubt prefer to transmit them to the Secretary of State direct, with his ovm comments. An extract from them will, however, befound

dund on pages 49-50 of the Report to the Universities China Committee which (as chairman of the Committee's delegation to China) I have just drafted and of which a copy is being sent to you under separate cover. This Report will not be presented to the Committee until it has been seen and approved of (with or without alteration) by my two colleagues, Professors W.G.S.Adams and P.M.Roxby, who

have not yet had an opportunity of re
